Does EmPOWER Maryland pay for a heat pump?
By All Purpose Anytime Services LLC
If your power comes from BGE, Pepco, Delmarva Power, Potomac Edison or SMECO and you're thinking about a heat pump, sealed ducts or a better insulated attic, EmPOWER Maryland can cover a big share of it. The program is Home Performance with ENERGY STAR. It starts with a home energy audit and pays rebates based on the savings that audit calculates. One rule matters for us. The work has to be done by a participating contractor, and we aren't one.
What EmPOWER pays for
EmPOWER Maryland lists insulation, air sealing, duct sealing, ENERGY STAR windows and doors, and heating and cooling upgrades. The rebate is set by the energy savings worked out in your home energy audit, so two houses doing the same job can get different amounts.
How big the rebates get
- Rebates up to $10,000, covering up to 75 percent of the project cost
- Up to $15,000 when the project includes a qualifying switch to an electric heat pump
- Instant contractor rebates of about $800 to $1,700 on heat pump installs, stacked on top
Those are EmPOWER Maryland's figures as they stood in October 2026. The program decides who qualifies and what each project gets, and it can change its numbers.
The audit is the way in
The path starts with a home energy audit, which EmPOWER takes 75 percent off, from $400 down to $100. The audit unlocks the rebates. The rebate also has to be approved before any work begins, so if you're counting on it, nobody should start on the heat pump until that approval is in your hands.
Where we stand on EmPOWER
We're not a participating EmPOWER contractor, and we aren't enrolled in any rebate or assistance program right now. A heat pump we install won't earn the EmPOWER rebate. If the rebate is the reason you're doing the job, hire a participating contractor. We'd rather you know that before the walkthrough than after it.
Some homeowners price it both ways. Our heat pump and replacement estimates are free and written, with the sizing, the electrical work at the panel and each item on its own line, so you can set ours next to a participating contractor's rebated price. Ours is the full price you'd pay, because nothing comes off it for a rebate.
Services this program can pay for
EmPOWER's heating and cooling upgrades match our heat pump installation, HVAC replacement and AC installation work, and its duct sealing matches ductwork repair. Insulation, windows and doors are outside what we do.
